Your characters don’t have to be Muslim, your story doesn’t have to be Islamic, but the magic has to be limited.

Clarifying on magic::

Can include fantastical elements, not use of magic itself. No witchcraft, alchemy, sorcery, etc. I will consider characters who fight *against* the use of magic.

Dragons are fine.

I love strong female protagonists who maintain femininity and really look for Muslim characters who follow orthodoxy.
